Was an artist and inventor who lived in Northumberland on Greenfield Rd. Payne began to make what he called “imitations” in the 1940s. His first imitations, closely following the maritime traditions of carving and model boat building, were of ships, lighthouses and seascapes. Other models and signs commented on world events and politics. These objects eventually attracted buyers and collectors and are now in the collections of major American museums.
